Rhino tech dry film and rhino tech rs 2.0 screen

Hey everyone I just have some questions about starting with the dry film process from Rhino tech.
I am planning to buy the rhino tech dry film, a single screen press, laser printer, and the RS 2.0 screen for small apartment screen printing.
My questions are is it necessary to have a heat press to transfer the stencil to the screen? I saw leadfoot's post that an iron worked but I've also seen others saying they struggled with the system to get the stencils to transfer.
Also the RS 2.0 screen says it does 110 to 160 mesh counts yet I researched other info saying water based ink printing should be done with 200 and up mesh counts. Can the RS 2.0 frame do higher mesh counts? I plan on doing water based inks.
I've done screen printing before with emulsion and a diy press but it was a hassle getting registration correct so I just want to buy everything this time instead.
I'm hoping to have an initial startup cost around a grand or less if possible. I know the printer seems to be an essential part of having good quality and consistency with the dry film process.
Lastly most of my initial designs are text based so would it be more optimal to get just a vinyl cutter system instead? I do plan to advance to higher resolution designs in the near future and from what I know vinyl cutters won't do super high detail?
