Stencil breaks up with press wash

I have a 43t mesh screen I use for neck labels
I've just finished a short run of prints and was cleaning off the ink ready to store the screen
In the final stage of cleaning I had my paper towel with screen wash on it, I rubbed the substrate side gently and the stencil started to peel and come away.
Is this a sign of under exposure ?
