I do not have a flash dryer or conveyor, just a heat gun. Other than screen clogging what is benefit of water base over plastisol.

The only benefit in my opinion is the feel of the print. Others will say it is more environmental. Water based is more difficult to print with than plastisol. As a result it is easier to learn with plastisol.
I have a swing-a-way heat press, could I use this for a dryer? Maybe with Teflon sheet and no pressure just lowered onto garment

It's possible but will require some testing to iron out your process. Many people use heat presses to cure inks in different ways. I did an experiment with it and found that with light pressure and a Teflon sheet it can be done. I never tried to just lower the heating element however. Since the radiant heat from the heat press is minimal I figured it would take too long to be practical but who knows.
