Too much off contact can cause that and sounds to me like you've been using too much. Try to stay under 1/8" and see what happens.

I think you’ll want to try to get lower off contact than that. Ideally it should be about 1/16th of an inch. It is very difficult to set and takes some time to get used to doing. You can use a jig of sorts to do so. Some thin card board. See the above post for adjustment tips.

But it is also possible that something else is causing this so you have to eliminate the variables one at a time. Try lowering the off contact and also do the flood stroke while holding the screen off pallet and then set it down and do the print stroke in one direction only.
